There is road dust behind Google. Something probably went wrong with the vehicle while trying to start up the hill – and the Google guy still seems to be providing support:

This is the last time the Google guy appears. And I think after the problems, they continued their work without any major problems:
Google Street View in North Korea?
Releasing the pegman or clicking on the blue line in Street View, nothing happens. Probably a Google error or an attempt to take images at the location, but which ended up being discarded by Google.

I believe the operator of this excavator went to lunch at low tide… This is near a small village in the south of Chile named Puerto Chacabuco.
