Yes, this is the Paris Main Court. All the blue cars are Gendarmerie vehicles (military working on police missions) whose mission is to escort prisoners from court to prison and vice versa in case of appeal.
The following address “36 quai des Orfèvres”, up west behind these vehicles, is the home of the Police Judiciaire, the very famous crime investigating unit of Paris.
